Winston Point Dam Breach Project

S&EC prepared a Jurisdiction Determination and Hazard Classification (JD/HC) Application for two small, in-series dams located on a property in Johnston County, NC. S&EC’s work included an on-site evaluation of the dams, as well as their downstream vicinities to consider the potential threat to properties and infrastructure in the event of dam failure. The application, which included supporting documentation, photographs and professional opinions regarding the dams was submitted to the North Carolina Department of Environmental Quality (NCDEQ), Dam Safety Program to determine the regulatory status of the dams. Following Dam Safety’s determination S&EC prepared a breach plan for both dams which included a summary design report along with supporting hydrologic and hydraulic calculations, and Construction Drawings and Technical Specifications for the proposed dam breaches. The plan was submitted to Dam Safety for review and subsequently approved. The project also included coordination with the U.S. Army Corps of Engineers (USACE) and the NCDEQ Division of Water Resources (DWR) regarding the proposed dam breaches.
