RDU Runway 5L/23R Replacement & Lumley Road Relocation Project

S&EC has provided environmental consulting services to the Raleigh-Durham Airport Authority at Raleigh-Durham International Airport (RDU) either directly or as a sub-consultant for several airport projects over the last 10+ years. One of the most recent and well-known projects being the replacement of Runway 5L/23R and the associated relocation of Lumley Road. S&EC was contracted as a subconsultant through RS&H and ARDURRA (formerly W.K. Dickson) to assist in the delineation and permitting of jurisdictional Waters of the U.S. (WOTUS) regulated under Sections 401 and 404 of the Clean Water Act (CWA) administered by the U.S. Army Corps of Engineers (USACE) and N.C. Division of Water Resources (NCDWR), and surface waters subject to the Neuse River Buffers administered by the NCDWR. S&EC was instrumental in securing the necessary mitigation from multiple different private mitigation bank providers and the N.C. Division of Mitigation Services (NCDMS) to offset permitted impacts to streams, wetlands, and Neuse Buffers. S&EC continues to assist in project compliance through construction and completion of these projects.
